The council's responses to Freedom of Information (FOI) requests about empty properties are listed below.  

What are the council’s current policies on reducing long term empty properties, specifically housing? 

Newport City Council aims to reduce the number of privately owned long-term empty homes, and their impact on the city, through its Empty Homes Strategy, available on the council's website.  

How many long term empty properties were in your local authority area in the years 2014/15, 2015/16 and 2016/17? 

The number of privately owned long-term (over six months empty at April each year) empty homes, as defined for the national strategic performance indicator PSR/004, was:

  • 2014/15 - 1,250
  • 2015/16 - 1,314
  • 2016/17 - 1,293

How many long term empty properties were brought back into use in the years 2014/15, 2015/16 and 2016/17? 

The number of long-term empty homes returned to use was:

  • 2014/15 - 42
  • 2015/16 - 84
  • 2016/17 - 50

These figures are for residential properties only.

How many private sector homes are currently deemed as long-term vacant in your local authority, i.e. have been empty for over six months?  

At April 2016, there were 1,293 private homes (according to the definition for the Welsh national performance indicator PSR/004) in Newport that had been empty for more than six months. 

How many of these properties have been vacant for over:

a) two years

b) five years and

c) ten years?

a)  Empty for more than two years - 526

b)  Empty for more than five years - 187

c)  Empty for more than ten years – 60

In the year 2016-2017 how many empty homes have been brought into use? (by that I mean are now occupied) 

In 2016-17, 50 empty private homes were returned to use following action by the local authority. 

How many Empty Dwelling Management Orders (EDMOS) has your authority used in 2017 to date; 2016; 2015; 2014 and 2013? Please could I have this information broken down by calendar year? 

Newport City Council has only used one Empty Dwelling Management Order, in 2012. 

Generally, there are found to be around 1,200 residential dwellings in Newport that have been empty for more than six months, including all property types. 

However, Newport City Council does not, in the public interest, provide lists of the addresses of individual empty properties, which have been ruled to be exempt from Freedom of Information requirements.

A list of the addresses of approved accommodation establishments, including any emergency accommodation such as B&B's, used for people who have presented to the authority as homeless in the financial years 2014/15, 2015/16, 2016/17 and 2017/18 to date.

We cannot provide address details as this provides sensitive information on the properties used.

The council is of the view that placing empty domestic property information at address level into the public domain would be likely to prejudice the prevention or detection of crime and is therefore exempt information under Section 31(1)(a) of the Act. 

The number of empty residential dwellings in Newport (as defined according to the national performance measure PSR/004) at April 2016 was as follows: 

a)    Empty over six months - 1,293

b)    Empty for under six months - 906

Please note that figures for April 2017 have not yet been published.

How many empty homes has your authority registered as vacant in the financial year 2015/2016.  

Newport City Council had 2,543 residential properties listed as empty at 1 April 2015. Of these 1,278 were privately owned residential dwellings which had been empty for more than six months at 1 April 2015 - that is, they met the definition for the denominator for the national performance indicator for Wales, PSR/004.  Figures for this performance indicator for 2016/17 have not yet been reported. 

How many of those properties have lay vacant for over a) two years b) five years and c) ten years 

Of the 1,278 dwellings referred to above: 

 a) 697 dwellings had been empty for more than two years at 1 April 2015

 b) 143 had been empty for more than five years

 c)  46 had been empty for more than ten years

In the year 2016-2017 how many of those homes have been brought into use? By that I mean is now occupied? 

When the 2015/16 PI was compiled in May/June 2016, 84 of those properties were known to have been returned to occupation, either with or without council intervention.  We don’t have figures for how many of those particular addresses are still empty at the present time.
